Dylan was played by Ross Bagley, now aged 27. According to this IMDb page, in the 90's he was involved in some massive TV shows and movies.
The Will Smith link-up wasn't a one-off. Alongside Independence Day, Bagley's most notable role was as Nicky Banks in The Fresh Prince of Bel-Air. Unsurprisingly, he looks very different these days.

Dylan will return for Independence Day 2 as one of the lead characters, but Bagley's part will be taken over by Jessie Usher. Here's a picture of him and Will Smith who, confusingly, isn't in the sequel either.

Fun fact to finish: Ross Bagley also played a monkey called Hutu in The Wild Thornberrys which, if we were him, is probably the first thing we'd mention in a conversation.
