With heating and electricity prices still much higher than they were before Covid, many people are finding it difficult to cover basic expenses. 

Introduced a few years ago, the Additional Needs Payment can help cover expenses that individuals or families cannot afford from their income. 

In 2023, more than 5,800 payments were made, costing nearly €3 million, according to Minister for Social Protection, Heather Humphreys.

Speaking in the Dáil, Minister Humphreys said: "Under the supplementary welfare allowance scheme, my Department may also make Additional Needs Payments to help meet expenses that a person cannot pay from their weekly income. 

"Over 5,800 additional needs payments were made in 2023 to assist with household bills and heating costs."

What is it?

The Additional Needs Payment is designed to help those struggling with unexpected or unmanageable costs.

It’s available to people receiving a social welfare payment or those working on a low income, regardless of the number of hours they work.

Even if you’re not receiving other welfare benefits, you may still qualify for this support, depending on your financial situation.

What does it cover?

The payment can be used for a variety of essential expenses, including:

• Increased fuel or electricity bills
• Urgent home repairs, like replacing appliances or furniture
• Funeral costs
• Deposits for rental accommodation
• Essential household items like bedding and kitchenware for those setting up a new home
• Emergency needs such as food, clothing, or shelter following events like a fire or flood
• Regular travel costs for hospital visits or visiting a relative in hospital or prison
• Child safety equipment like prams, cots, or buggies

How to apply

If you're struggling with these types of expenses, you may be eligible for an Additional Needs Payment. 

Your eligibility will depend on an assessment of your income and circumstances.
