The Independent also report that Prime Minister David Cameron is visiting flood-stricken areas: 'During the visit, he told Sky News the government will plan to spend an extra £280 million on flood defences.'

Troops have been called in to help with defence efforts since the 26th and have been handing out sandbags and rescuing people from their damaged homes.
